I know that Team Avalanche has been working for years to create an all-encompassing mod that redoes everything from the ground up (even all the hand-painted scene backgrounds, and FMVs I think).

But its pretty jarring to go from one part of the game with no updated textures, back to one which does have some. Granted I have seen some cool updates to things like battle scenes, i.e the opening mission has had nice HD texturing done to its battle scenes with things like the bricks in the streets, etc. But the UI pictures I've seen make it look amateurish at best and "default RPG Maker GUI" at worst and it seems like it should have been easier to just modify the original UI design to create more room. I think you are stuck with a UI replacement mod if you go that route, because things like alignments and positions of the UI elements needed to be fixed as well (both from original design flaws and also to account for longer translated/proper words). Its the same story with stuff like re-translation mods.

I'd rather have updated hi-res/detailed chibi models to keep the look consistent. But then it clashes with the look of all the other chibi models in the game, and I've always wondered if there would be animation glitches because of that as well (chibis emoting in certain scenes, etc). Sure having more detailed battle models for your characters, running around in the game world may seem better than the "chibi" models, for instance. It's one reason I've never installed major modifications for the game. Meaning multiple aritsts, potential clashing art styles, art styles which might deviate from the basic original look, etc. And often times for the things that are available you have more than one choice to look at. Some areas of the game are updated while others may not be, some character sprites are done while others may not be, etc. So if you are looking for a single textures pack for instance, that replaces all the environmental textures and battle screens, etc. Once the shine of "some new stuff some of the time" wears off, it'll just turn into an annoying experience for me. It's for this reason I find FF7 modding to be a mixed bag, not worth the headache.

Even simple texture upgrades are poorly organized because there is no single "project", as of yet, that has been released *in a full completed state* focusing on a single aspect.

Well, unfortunately FF7 is one of those games where it is a chore to find and install all the different mods/enhancements. ***What follows below is just my personal opinion****** So I guess you are looking for a project like Bootleg (linked above). It can be a complicated PITA to choose and install things, and work around mods that may be incompatible with each other, etc. This is the central place you will find ongoing efforts for FF7 modifications of all kinds.
